How the observed days work
Federal holidays are set by 5 U.S.C. 6103. When a holiday falls on a Saturday, federal employees take the Friday before; when it falls on a Sunday, they take the Monday after. In 2027 three holidays hit a weekend: Juneteenth (Saturday, June 19, off Friday, June 18), Independence Day (Sunday, July 4, off Monday, July 5) and Christmas (Saturday, December 25, off Friday, December 24).
New Year's Day 2028 is also a Saturday, so its day off lands on Friday, December 31, 2027. That is why 2027 has 12 federal days off, not 11.
Banks, mail and the stock market on these days
Not every institution follows the federal rule. The Federal Reserve keeps its banks open on the Friday before a Saturday holiday, and the stock market has its own calendar, which includes Good Friday but not Columbus Day or Veterans Day.
